Most organizations are aware that the organization itself is only as good as the individuals within it. Public Schools mission statement reads (nd), "to develop the skills and talents of all students through rigorous learning experiences, supportive relationships, and relevant real-life applications" They know that in order for them to meet these goals and objectives that are set forth they need to hire and recruit competent teaching and support staff members. This paper will design a staffing plan for the Public Schools, as well as how many individuals will need to be hired for one specific school in regards to teaching staff and support staff. Lastly, this paper will develop strategies to recruit the appropriate applicants.

Strategies for Staffing

The first step in creating a staffing plan is to forecast. According to Noe, et al. (2003) forecasting, "is the attempt to determine the supply of and demand for various types of human resources to predict areas within the organization where there will be labor shortages or surpluses" (p.

136). The Public Schools will forecast enrollment for the following year at the end of a school year to determine its staffing issues. This is usually not set in stone due to enrollment going up or down before the following school year starts, but this gives the district a good idea of where staffing issues may be.

Public Schools will utilize a trend analysis to construct a statistical model that will predict enrollment for the fall. This analysis is called a leading indicator, which will allow the district to determine if there should be any staffing changes made for the following school year.
